No clue why everyone is so eager to give advice on your financial choices on a bike forum but with regards to a rain jacket I would never use one if it wasn't raining unless you plan to ride slowly.

If the Rapha jacket is not truly waterproof and includes lots of non-waterproof breathable sections then it might work but that isn't typical for a rain jacket. And by breathable I don't mean Gore-tex which doesn't 'breathe' anywhere close to fast enough to wick away moisture generated while riding.

I have one waterproof jacket (Craft) which I only use when it's close to freezing. Even then I still end up with sweat running down my arms. My normal rain jacket is a Sugoi running jacket with open vents under the arms and back. It's gore-tex and not truly waterproof anymore but keeps the bulk of the rain off and wind out.

If it's not raining hard and not too cold I prefer no raingear and just get a little wet.
