We used to own a Gemini tandem. The handlebars were the bullhorn type and came up alongside my hips; if I shifted from side-to-side, my hips touched my stoker's hands. I don't think it would have the room you're looking for.
Thanks, I found an old ad for the Gemini and they touted the wide bullhorn bar as a feature that allowed the stoker to get more forward. I was thinking that it might cause issues like the one you described.
