In my experience the old red colored Dia-Compe pads seem to age very well. I have a couple pairs that are about 30 years old and still feel great. Take some sand paper and sand them until you get to a fresh layer of rubber.

But if they're truly dried, cracked, etc you should THROW THEM AWAY and buy new ones. Don't ride with unsafe brakes.
