There's two on the right, one on the left. Bottom tabs are for fenders/racks, which I get. So, doubting they are discs since discs always seem to be on the left (where there is only one hole). Their odd number makes me wonder if they're for anything at all, since anything you mount is going to want something matching on the other side of the bike?

OK, I didn't even notice the ones on the right leg, I was focusing on the left.(probably because the picture opens over size for my screen and I didn't scroll over) My wife's Fuji Crosstown has a RST fork that also has some strange bosses that I can't figure out the purpose of, but they don't match yours.
