There are degrees of mudguard shielding.
* Proper guards will do the best job of containing spray but will not keep your drivetrain clean.
* Clip-ons will keep your back clean *if* they extend enough, but won't keep your legs clean.
* Short little ones between the seatpost and the wheel won't do a thing.
