It can hold up a seatpost through friction. With interlocking teeth, I suspect that it is quite a bit more resistant.

My first thought was to use that type of quick release stem to point the bar up and then use a quick release to lower the adjustable stem mast. But a few measurements convinced me that I wouldn't be able to lower it enough on the tikit with any bar that had forward extension.
