well, if you like flat, cape may county is for you! Pretty flat, but you can get strong winds off the Ocean or the delaware bay. Stay off the GSP, no matter how nice a shoulder is, Rt 9 is an alternate but that too can get busy.

Cycling is probably better in the off or shoulder season when the tourist traffic is down but for a nice alternative, you can get onto the Cape May/Lewes ferry and go towards Lewes DE where there is a like a bike path right around the ferry terminal I think.

Disclaimer, Not a local, but I used to live in North Jersey and I have ridden around Cape May a bit and been a tourist myself. I've also taken my bike across the ferry before...
