As another poster said, it's cyclical. Without proper infrastructure and concern for bike safety and improving driver behavior, you're not going to have demand for cycling. Round and round.
Some highly traffic congested areas in MA are trying to add some infrastructure to encourage cycling. But still nothing is being done to detract drivers from using their cell phones, texting etc while driving.
Come out the west coast. Seattle had been installing bike lanes and expanding bike paths for a while. We had a mayor who regularly biked to work. We are about to get a rent-a-bike system in downtown. Portland (the mini-Seattle) is well known for it's bike culture. Sure some of this is gratuitous hipster fixie posing, but I think the cycling word is spreading.
