The answer to your bike parking problems is so obvious. if the cops insist on taking the bikes then why not just park your bike in the nearest police station to your destination? it will be indoors out of the weather, it will be safely surrounded by cops all day long, the cops will be happy because it will save them having to go out there and cut another chain, and you can just pick it up at the end of the day.... so what's the downside?
