Thanks to everyone for assisting. Problem solved using other photo and the many suggestions from advisers here on bikeforums!.

The wheel is now aligned and centered. i have adjusted the brake, and derailleur set up.

I moved the steel washer and wide Aluminium washer from the right side to left side, and now the wheel is properly centered,

I will use this bicycle on my 50 mile ride tomorrow morning, and see how the bicycle performs for me on a group ride.

I will go round and have the mechanic do his magic, and double check my shifting setup, as it was like a Swiss watch when performed the adjustments, and i can not find the same smoothness in my set-up this afternoon.
