In Chapel Hill, every year they have to deal with a number of abandoned bikes. The method is simple and effective: cops staple a tag to each bike which says "remove this tag in 30 days or we remove the bike." 30 days later, they remove the bikes with tags.
The only drawback is that about 3 days after the tags go on, thieves steal or strip any bike with a tag still on it. I always kind of feel sad for the tagged-but-unmolested Huffys...
