What is this Concorde Bottom Bracket set up?

My Concorde PDM just arrived and I have been going over it to see exactly what it is and came up with another wierd bit. It bears an 'SLX' decal and I found and Aquila sticker under one of the Voler stickers and it has a bottom bracket that I am not familiar with. I have seen the clover cut outs on these, the Cinelli spoiler, tubular guides, plastic guides on newer ones but not this one with the three slashes and the open guides. It also has a reinforcing web between the chain stays that I have not seen on these before. Also, no 'Concorde' pantographed on the top, again odd as I was expecting to see it. It is also lacking all the usual pantographing with the Concorde 'C' that one usually sees, but it does have the angled, solid brake bridge, again with no Concorde logo. Is one of the odd non-Ciocc builds? if so, who?
