It's the Brooks leather tape. Went with the darker brown but the color didn't show quite right. The lighter honey color I'd heard gets a bit funky looking with age. The bike is a '73. Was also thinking of painting the rack too as was mentioned but decided to just Mothers it back to a clean shine. Will go with the Panaracer tires as have been suggested here for a nicer traditional look once the Continentals that were on the bike wear out.
Thanks to all for this thread. A super course had been my teenage dream in the early '70s and this thread convinced me to find one. Very happy with the bike. Since added a Avenir Excursion rack top expandable trunk bag.
