This looks like one of the peugeot UO (8, 9, or 10) but with a lot of modifications; it don't think it's a UO-8 in any case as the paint job is more modern. But this is the basic lugged high tensile steel frame that came on the UO series.

The crank and the derailleurs are not original. The hooded mafac brake levers are nice (even if the top half of the hood is missing). The wheels look like the wheels that came stock on the UO-10 with maillard high flange hubs and rigida rims (nice rims btw). This could be a modded UO-10 (basing this mainly on the wheels).

I like this bike a lot; the mods are actually a plus in this case!
