I wouldn't be too quick to change the gearing. This looks like half step gearing plus a granny which makes sense in terms of available gear ratios for a touring bike back when there were only 5 or 6 gears in the rear.

The UO-10 (or 9 or 8 for that matter) was a really fine touring platform with a long wheelbase, long chainstays, and relatively slack angles. Plus there was plenty of space for fat tires.

This looks like someone set this up for touring who knew what he (or she) was up to.
