That was my read on it too, Bikemig. The frame resembled the other lower end Peugeots I've had experience with. My take is that the bike's had at least two previous owners: The first one carefully appointed it with a variety of well chosen parts. The second one put the brake levers in a weird place and terribly installed that awful black cork tape.
