It's the chain ring and the dual bar top tube that is parallel that has made me think not a Schwinn family product for most of what I've seen there were a few 1935-37 Elgin bikes that kind of looked like the frame but haven't seen the crank on any thing.

He just had to remove the head badge to repaint it as a kid.
