Depending on your cockpit layout, one of the mini handlebar packs that basically rests on top of the stem could also be an option. Potential plus is being able to access it while underway.

Smart Bag « Granfondo Series « Bags « Products « Axiom Performance Gear that has 2 pockets that would hold the things you're looking to carry, and find being able to carry my phone where I can easily access it really handy.
