There is no norm though some people will say bottom of the lever even with the bottom of the drops. Even that is a useless standard due to the variety of levers and handlebar styles. Classic drops to me are the hardest to get a set up that's comfortable, functional and if possible not too fugly.

Put them wherever is most comfortable while still allowing you to reach the levers from the drops.
