Shimano ST-R700 - Can it be used as a normal reach brake lever?

I've been looking at these non-series Shimano brifters which are fittable with 2 different shims to reduce the brake lever reach and I'm wondering whether they'll function as a normal reach brake lever if there is no shim installed. From online pictures it looks like it should work (I think Shimano would try to use as many parts from the regular levers as possible), but if anyone has tried this and knows it works or if there are any "gotchas" with the idea, I'd appreciate hearing your experience. TIA...
