I have the impression that many (all?) Phil hubs are sealed cartridge bearings, which in that case means there's nothing for you to service... you have to send em back to Phil Wood for servicing.
If you have a cup-and-cone hub, Park Tool has a very good tutorial on their web site on overhauling those... I don't know why a cup-and-cone Phil hub would need to be serviced any differently?
