Unfortuantely, that bike needs to be put out of its misery.

Some triathlete, or hipster, will buy it from you, likely.

But its just not a good bike. There was a period in the 80's where these "funny bikes" were the latest thing in time trial bikes, until the UCI outlawed unequal sized wheels.

God knows how that rides with a 700c wheel. Even with the right wheel, with that geometry it's going to to handle terribly.

And set up correctly as a TT bike, it's going to be extremely uncomfortable for 99% of the population, not nearly as aero as any decent modern TT bike, and it's a terrible triathlon bike beccause the extreme slack seat tube angle makes for a really bad hip angle, which screws the transition from bike to run.

And as a commuter, you're just asking to get yourself killed, from the poor visibility and the crap handling.

Do the merciful thing and shoot it.
