They took out a certain percentage of the population with a scythe or something. There was the further suggestion that they give the meat to the local shelters to make gooseburgers for the disadvantaged. If you've ever had goose, it can be excellent, but usually only after they have finished their migration and are all lean. Once they've had the chance to get fat, it's pretty gross.
