Hey guys,
I wanted to know how much I can expect to shell out for some new parts for a bike I'm considering purchasing. The bike frame looks to be in great condition. The spokes, chains, and cassette all look good, too -- no rust or wear and tear.

Just to be clear, you mean tires like you say in your post, not wheels like the title?
There's a broad range of prices for all these things, like you might expect. Without knowing anything about the bike and what sort of items might be suitable, it's pretty hard to throw out a number.
What I would say is that all these things are really easy for anyone with even a modicum of motor skills to do themself. With regard to the tires, changing a tire is something that everyone who rides should learn to do, just as you'd do with a car. It's easy to do and the first time you change a tire 10 miles from home you'll be glad you know how...which also means you should carry a spare tube, some tire levers and a means to inflate the tire.
