With that headset I'd probably go with option 3 but looking at the frame, it looks like there is only one set of bottle bosses. My heart says option one - the Nuovo Record groupset. Ditch the headset and get a steel Nuovo Record headset. To me, the frame says early 80's and is also a great time period for the Coumbus SL tubing. I can also imagine those large flange hubs shining in the sunlight.
(When I first caught a glimpse of the frame I thought the Cobalto blue jewel would look great with the frame but I can't get past the single set of bottle bosses. I think Cobalto fits the start of the 2 bottle cage era.)
Oh……by the way……it's a really nice looking frame.
