Yes but it's going to take anywhere from a few years to eternity to convince schools to approve this training, fund it, and develop the curriculum. And then you still have to wait for all the older people (who haven't had the training) to die off before it does much good. So yeah, it won't be 20 years to effectiveness...more like 50 to infinity.
I was taught cycling safety in school as a part of either "Health" or "Physical Education". Weren't you?
And back in that day and age, everyone cycled to school. I started cycle commuting at the age of 6 too. That was probably a large part of the reason they had a cycling safety program in school.
