I will be surprised if anyone can meet your requirements. Rear dyno lights are mostly sold in countries that don't allow blinking lights. I'm only aware of one light that is powered off of magnets on the spokes, and that is the Reelight.

My approach to this is to use a solid rear dyno light and a battery powered blinky. This has the added advantage that a solid light is easier to judge distance with
