I've gotta say that in the 70s and 80s, Schwinn Paramounts (Chicago built in the 70s, Waterford built in the 80s) were well designed and executed bikes. Judging something as the "best" is pretty subjective, but in terms of design, materials, components, workmanship, and quality control, the Paramounts were right up there.
