They are Matrix rims on I think Campagnolo Athena hubs. The handling is on the edge of being a little twitchy with the Left Bank bars. One person's twitchy is another man's responsive though.

I have thought about going to randonneur bars on a Technomic stem like I have on my 87 Super Sport. I am still torn on this question though.
