i'm not necessarily saying the frame is dangerous. only that if you do happen to wreck it, it could be costly to have it properly inspected as carbon can fracture anywhere and you wouldn't be able to see it from the outside. if his budget is $1000 +/-, then you're talking potentially more costs if he were to be unfortunate and laid it down on a ride. if you crack a weld on an aluminum or steel bike, it will be a lot less costly to spot right away.
