Ever done the measurement and compared it to the manufacturer measurement? Hub pcd is taken from the centre of the hole, not the side that the spoke elbow will sit against for any given cross pattern. Sheldon is correct in that the physical measurement is taken that way, but that figure does not yield the actual spoke length.

The hub manufacturer has no way of knowing where the spoke will make contact with the hub so they have to specify where the center is.
