Shimano Rear Roller Brake

recently picked up a bike that uses a shimano inter-m-rear bake(roller0. This is my firat experince with this type of brake. when I apply the brake it seems to be a bit on the slopppy side. Is this normal? I tried to adjust the front barrel but it doesn't seem to make much of a difference. I noticed that where the brake cable is running on the down tube is real flimsy. Is that normal. should this brake be as quick to the touch as the front canti is?The front bake has much better breaking force than the rear. Should they have the same amount of breaking force?
