I had an 88 400t out of True Temper and found the BB area a little flexy. It did fit 38mm CX knobbies up front and 35mm knobbies in back, however, so that was nice.
Commuter, 120lbs, I doubt she'll be flexing the BB until she qualifies for the TdF.
1-Fuji if it fits, because you need a good bike, not just a good steel bike.
2-Trek Elance, I had one, the 400 Elance, and it was a great bike. And I do not like Treks, in general.
3-The 420 if it's the only one left.
