What city? If you're on a budget,and don't know much/anything about bikes,then a co-op or bike kitchen would be the best bet for you. Here's a list of most of the ones in US cities,look yours up.

Actually,I do occasionally stop by the local UO to check out their sale rack. I've picked up a civilian version of the military GoreTex in black pinstripe,and a sweet oilskin drover coat;each was under $40! Yeah,most of the stuff is hipster junk,but I have found some gems.
