Kenda tubes are pretty good IME. If he wants fancy and his rims ain't too deep (like cxp22s, for instance) he could run Schwalbe 40mm Schraders. They're fully threaded with locknut so once you push it through the hole you can thread on that nut for easier fully flat pumping.
