The "Motobecane" crank you have is Japanese and was actually made by SR . Look inside the arms for the SR logo. The bottom bracket is a very inexpensive "nutted" type.
The puller should have the center press screw backed out completely and the outer part threaded into the crank center all the way. Also, be sure you have removed any washers that may be inside the crank's center. Then thread the center press into the tool and turn it in HARD. The crank should come off with no damage.
