Thanks Jeff Wills. Tool has been ordered. Curious, is this brand/type of hub consistent with the early 1970s? Front is WECO and that seems right so maybe the rear was actually replaced?

Yes. Found on many, many imported "bike boom" bikes from the early to mid '70's.
