The hub is a ordinary old Union brand steel shell hub. As Miele Man said, if you remove the right locknut, the spacer will slide off, allowing you to use the old-style Shimano splined tool to remove the freewheel.
Thanks Jeff Wills. Tool has been ordered. Curious, is this brand/type of hub consistent with the early 1970s? Front is WECO and that seems right so maybe the rear was actually replaced?

Yes. Found on many, many imported "bike boom" bikes from the early to mid '70's.
