I rarely get any work done at LBS anymore. But recently I had them cut the carbon steerer on my fork because I don't have a proper saw guide and paying them $20 was worth it to me over buying the saw guide for nearly the same price. Long story short, I left it there for an hour, picked it up and went to ride and my saddle was about 4 inches lower. The mechanic is like 5'4 so I'm sure he lowered it but I'm not sure why he needed to test ride it after cutting the steerer

Why did you take the bike in when all you need is the fork?
I was going to say the same thing. When I had the LBS cut my steerer down I just walked in with the fork and told them I needed it cut where I had marked it with a Sharpie. Ten minutes later I had a cut steerer and when I went to pay up front they told me "No charge.".
