Bikes: 1987 Centurion Sport DLX | 1996 GT Vertigo

De-rusting my chrome GT Vertigo.

So, I left my GT Vertigo outside in the rain and it got really rusty.
I'd polished it with aluminum foil and coke a few months ago and it worked really well, but now it's worse because of my neglect.
There's some heavier scaly bits of rust on it.
I'd like to clean it up (not show quality, just not so rusty looking)
what should I use?
I've heard Oxalic acid (wood brightener) and I've heard Phosphornic acid (Naval Jelly)

I'd like to avoid stripping the bike to the frame and dipping it in a kiddie pool as some suggest.

I'm thinking if I can at least get the frame a bit smoother, I may just plasti-dip the whole thing to keep it protected.
It's not a show bike, it's just a bike I ride with my kid.
