A lot of shorelines along Northern Great Lakes are protected form any type of development. Lake Superior and Lake Huron has a lot of native reservations and National/Provincial wilderness parks along its shorelines. At least that's how it is in Canada, I don't know much about USA. Another reason may be because the North is all wilderness and there is not enough economy and jobs to support large populations, like it is in the south.
