Individuals can do a lot of good on their own. However, sprawl is perpetuated by large corporations, finance companies, law firms, and (sometimes corrupt) politicians. These groups are wealthy and powerful. One individual is pretty much powerless against them. That's why concerned citizens band together into political parties and other "special interest" groups.
