Would I have to get a new chain if I just went to 28T?
Probably. It depends on how it was sized originally. I'm a believer of starting a fresh chain with a new cassette anyway.
The issue with the big/big most often raises it's ugly head on otherwise great days. You're blasting along and everything is going well when you decide to sprint up a hill in the big chainring. You shift down in back as you approach the top of the hill until you reach the "oops" point. Suddenly a great bike ride has turned into a slow walk.
