Today I drove through a cloud of smoke apparently made by one of these anti-social idiots. It was actually causing a mildly dangerous situation because visibility was quite bad through a busy intersection. I predict there is going to be a legal backlash against this practice, as there should be.

My stock '06 Ram will smoke. As said previously, when babied it will load up and smoke good next time I need a little acceleration. The only time I've done it on purpose is at the on-ramp emission monitoring stations.
this is not what is going on. It is not a mis-tuned engine or mis-tuned exhaust at all. The engine control system is specifically modified with user-settable tuning that some people use to dump extra fuel into the engine. They are getting what they asked for, which is a lot of smoke
