I am in the process of possible purchasing a cinelli track frame, but need help identifying what it actually is. Owner seems to think it was produced in the 1950's and was a track frame. Bottom bracket shell has Cinelli Cs stamped into it and also has five holes drilled into it. Lugs appear to have an elongated heart shape in them, similar to de rossa, but a little longer. Owner stated it is a track frame, but fork and frame have holes drilled into them for brake placement (not sure if done after purchase).

Help me identify what I'm dealing with if you can. pics below
