That's a pretty generic frame that could have been built by just about anybody. Cinelli sold those BB shells to anybody who ordered and paid for them, including amateur builders. The lugs look like Bocama. The fork blades are round (rather than oval) based on the appearance of the crown, so the fork is likely a true track fork. Do you have pictures of the rear fork ends?
