All it takes is for someone to come forth, issue a call for riders, and provide information about the venue, usually held in conjunction with a local organized ride.
Thanks. FWIW there is an annual ride out of Mansfield, CT called the Steeplechase Ride. I will post a link. It really is a great ride. FWIW Mansfield is the town in which UCONN resides although this has nothing to do with the university.
