I've repainted the fork on my old bike several times already. The fork has CF blades bonded to alloy crown and dropouts. I've used a paint stripper that attacks only the paint. After the paint has been thoroughly removed I washed off any excess stripper. I then sanded the CF with 400 grit sandpaper before repainting and apply clear coat.

If you have no intention of entirely stripping and repainting the entire frame, you could just sand the surface with 400 grit sandpaper to roughen it up for good adhesion of the clear coat. Be sure to wipe it clean before spraying. If the clear is properly applied, it will look glossy new.
