If I had bought fenders I think that I would also be expecting spray protection. If the BB is getting sprayed then you feet must be getting wet since they are below the BB half of the time. I don't think your expectations are out of line.

Do a search for mudflaps. If I remember right, there should be several threads on this forum covering home made mudflaps/fender extensions. People have made some decent looking add-ons out of everything from coke bottles to scrap leather.
