I have two sets of SKS fenders which work well.
However, I fitted a set of tortec reflector mudguards to my latest bike which seem even better.

Regarding spray coverage, I have fitted a homemade mudflap to the front fender on my winter bike which stops the spray.
The mudguard is made of stiff rubber and attached with cable ties.
