Gitane: those stay ends, the dropouts (Simplex with "finger" ) and the forkcrown all point that way.
Might be a European model since those rack eyelet braze-ons are not standard issue USA.
Tell us the ODs of the 3 main tubes, then the seat post size, last the BB threading.
I think the DO on drive side has been modified with a standard (Campy) hanger brazed-on...same thing done to MY Gitane TdF years ago...
OK I'm not 100% about it being Gitane, but pretty sure it IS French!
